A ZIP code is unclaimed until a contractor locks it in with an Elite or Outreach plan. In unclaimed ZIPs, Pro contractors get first look at new jobs before Basic contractors do. Once a contractor claims a ZIP at Elite or Outreach, no other contractor in that trade sees jobs from that ZIP at all.
No. Basic and Pro contractors can receive and bid on jobs in any ZIP code that hasn't been claimed by an Elite or Outreach contractor. Elite and Outreach simply remove the competition entirely in the ZIPs you lock in.
